Municipal Computer Systems and Web Sites

    Too often when we and others try to visit a web site of a municipality, especially small suburban or rural communities, we find one or more of the following:

• you can't find them, with a simple web search,
• the community's web site doesn't exist, or no longer exists,
• the link now re-directs to another unrelated site,
• nobody at the municipal office knew the web site's address,
• e-mail bounces back to you and all other the senders,
• contact links don't exist or they are out of date,
• vital and fundamental information is not on the web site,
• the web site is hosted on some real cheap free service full of pop-up ads,
• the web site generally looks cheap and they have many broken links,
• it has a long domain name other than the community's .gov, .com or .org name,
• the web site doesn't reflect the professionalism of the community,
• nobody is regularly maintaining the web site,
• the site hasn't been maintained or updated in a few years, and
• the community's web site generally isn't functional.

    This is a huge problem for every small community.  Like any other business, municipalities are growing more dependent upon computers and web-based technologies on a daily basis.  This is true if you need to file for a grant on-line, you need to track taxes or expenses, or you are seeking other forms of financing and the finance company or donating company needs information or wishes to contact you through your web site.  In short, if your site isn't professional, functional and others can use it to contact you and get a response . . .     Unfortunately very few small and rural communities have staff with the general PC programming and installation knowledge and skills necessary, MBA degrees, or computer science degrees or MCSE certificates to meet the ever evolving demands.  Fewer still have employees who know how to completely code a web site, set up an e-commerce web site, effectively manage a web site, market the web site, achieve high search engine rankings, or to be a server administrator.
